DESCRIPTION:For finite dimensional Weyl-Heisenberg groups\, square dimensi
 ons are special. Every element of the normalizer (the Clifford group) can 
 be written as a monomial matrix. This simplifies expressions for Symmetric
  Informationally Complete (SIC) POVMs\, has other applications to SICs and
  to Mutually Unbiased Bases\, and may be useful for problems in\, say\, me
 asurement based quantum computing.
