DESCRIPTION:The method will be of uniform representation order 2 or 3\, wh
 ich implies the convergence order. Any Polygonal grid\, consisting of tria
 ngles or quadrilaterals may be used. As an example the icosahedral grid wi
 ll be presented. Inside each cell the serendipity representation will be u
 sed.  The dynamic equations are derived from the L-Galerkin method. This m
 ethod differs from classical Galerkin by being strictly local. Examples fo
 r smooth solutions in the presence of irregular points will be given.\n
