DESCRIPTION:A two-dimensional circular quantum billiard with unusual bound
 ary conditions introduced by Berry and Dennis (J Phys A 41 (2008) 135203) 
 is considered in detail. It is demonstrated that most of its eigenfunction
 s are strongly localized and the corresponding eigenvalues are close to ei
 genvalues of the circular billiard with Neumann boundary conditions. Devia
 tions from strong localization are also discussed. The results agree well 
 with numerical calculations.
