 ill propose answers to the questions\, How do larger whirls affect the cir
 culations of smaller whirls? How do the smaller scales participate in the 
 interactions among the larger scales.\n\nThe two key ideas are: (1) A WKB-
 like Fourier series decomposition of fluid velocity (2) Convection of micr
 ostructure\n
