 DT\n\n*Workshop summary*\n\nThe Franco-British summit at the French coasta
 l resort of St Malo in December 1998 paved the way for the creation of an 
 EU security and defence policy. \n\nThe Joint Declaration thus gained almo
 st mythical status in studies of the development of a European “capacity
  for autonomous action\, backed up by credible military forces\, the means
  to decide to use them and a readiness to do so\, in order to respond to i
 nternational crises”. Initiatives for European security cooperation\, su
 ch as the battle group concept\, a 60\,000 rapid reaction force\, the depl
 oyment of 24 crisis management operations and the establishment of the Eur
 opean Defence Agency all owe their existence to this initiative. \n\n*Regi
