DESCRIPTION:It is no secret that health systems are facing cuts around the
  world. While this has been handled in different ways in different locatio
 ns\, the best systems will see this as a chance to develop innovative poli
 cies to address issues instead of simply cutting services and access. In t
 his talk\, we will discuss some controversial programmes which purport to 
 be helping\, spend time debating alternatives to these solutions and consi
 der whether these options are creating opportunities for better services o
 r merely anecdotes being sold to the public.
