DESCRIPTION:This presentation explores the current education reform agenda
  in Kazakhstan. This is underpinned\, in \npart\, by the argument that inv
 estment in human capital through elite institutions for gifted children ca
 n lift \nup the whole system of education. Drawing upon examples from prim
 ary data\, I will discuss the multifaceted model of education for gifted c
 hildren that is being developed in Kazakhstan\, which seeks to \ncombine a
 n internationally recognised curriculum with elements from national educat
 ional traditions. It \nalso involves strategic partnerships with major int
 ernational educational providers. I will argue that \nreforming elite educ
 ation as a strategy for social change has both advantages and drawbacks. \
 nFurthermore\, it will take time for any significant change to become embe
 dded within the wider system of \neducation.
