DESCRIPTION:Higher derivative theory\, if non-degenerate\, is known to be 
 accompanied with Ostrogradski's instability. The only way anyone has ever 
 found to avoid it is by constraints. The first part of my talk will be a p
 edagogical review of Ostrogradski's instability and Dirac's analysis of co
 nstrained systems. After that I will present how to introduce suitable con
 straints which selectively remove the unstable degrees of freedom and rend
 er Hamiltonian bounded from below. Finally I will discuss how to apply thi
 s technique to higher derivative gravity.
