DESCRIPTION:The Lisbon Treaty was hailed by academics\, and to a lesser ex
 tent practitioners\, as giving more powers to national parliaments. Howeve
 r\, in one area national parliaments have seen their powers reduced in rec
 ent years – partly because of Lisbon\, mostly because of the financial a
 nd Eurozone crises – and that is in budgetary politics. This talk consid
 ers the changing powers of parliaments and argues that there is an emergin
 g democratic deficit that needs to be addressed as a matter of urgency.
