DESCRIPTION:The European Union's Security and Defence Policy (CSDP) is oft
 en heralded as a new and innovative tool for crisis management. Yet\, its 
 most challenging missions were largely taken over from the UN or NATO with
  their effectiveness and impact being disputed. \nThis paper asks if the r
 ecord of ten years of EU crisis management in the *Democratic Republic of 
 the Congo* had an impact in *security sector reform*. \nThe main argument 
 is that despite anecdotal evidence for convergence in European security th
 e continued divergence of EU member states undermined collective action an
 d undermined the success of the CSDP missions in the DRC: EUPOL Kinshasa\,
  EUSEC and EUPOL DRC. \nThe insight draws on interviews with the EUPOL and
  EUSEC mission in Goma and Kinshasa and with the UN MONUSCO operation as w
 ell as Congolese.
