DESCRIPTION:Remarkably stable surface nanobubbles under water have been ob
 served whose existence cannot be understood. Widely dffering explanations 
 have been put forward. However non of them explain the size of the nanobub
 bles or explain why they are formed. We show that a QED coherence model of
  water\, due to Preparata et al\, can explain the reason for the existence
 \, the size and the stability of surface nanobubbles.\n
