DESCRIPTION:I will attempt to motivate the study of Selmer groups of ellip
 tic curves\, as well as talk about some of the recent progress that has be
 en made in their study. After that I will discuss some results on the grow
 th of Selmer ranks in certain cyclic extensions of number fields. In parti
 cular\, under suitable conditions one can determine the dimension of the G
 alois invariants of the p-Selmer group as a sum of local contributions.
