 \n\nJames Spence Réchard has been Consultant on EU budget and public fina
 nce since 2009\, where he provides advice on budget matters in Bulgaria\, 
 Ukraine\, in Kosovo\, Kenya\, and in Ghana. \n\nAt the same time\, he has 
 been\, since October 2005\, Lecturer at Sciences Po\, Paris\, giving a cou
 rse on financing the European Union\, including managing a simulation of t
 he budget procedure and a budget discharge exercise.\n\nFREE\, no booking
