This program supports equal access to education for children with special needs. However we also have to consider the acc ess to higher education for adults with disabilities (approximately 430\,0 00 people). The Kazakhstan inclusive education system should provide equal opportunities for lifelong learning and professional development. In this presentation we will consider the possibilities of using information and communications technology (ICT) to support adults with special learning ne eds. We think that ICT has great potential for people with disabilities an d can help to access open educational resources and workplaces. We argue t hat Kazakhstan government pays insufficient attention to access of people with disabilities to higher education. One of the ways to improve this sit uation can be special support programmes for the implementation of accessi bility technology (web and computer accessibility) in Kazakhstan. One othe r important aspect is providing broadband and mobile access to the Interne t. We need to involve Kazakhstan society in solving the problems of people with disabilities.
