DESCRIPTION:In this talk\, I will discuss some recent results obtained in 
 collaboration with Tien-Tsan Shieh introducing a new class of fractional e
 lliptic PDE.  In particular\, I will emphasize several of the motivations 
 for our interest in these equations.  This includes their use in physical 
 systems\, their inception via nonlocal gradients\, and their application i
 n understanding regularity of PDE as a part of a continuous spectrum of re
 sults.
