DESCRIPTION:The seminar outlines the GET-UP scheme that uses public resear
 ch institutes to assist the technology upgrading of small and medium enter
 prises. The scheme that comprises a slate of 4 different programs has been
  successfully implemented in Singapore since 2003. Findings from surveys s
 how that the scheme has had positive impact on the technological capabilit
 ies\, innovation performance and growth aspirations of participating compa
 nies. Additionally\, selected case studies highlight that this integrated 
 approach addresses a wide range of challenges faced by local small and med
 ium sized enterprises (SMEs) and is flexible enough to cater to specific n
 eeds and requirements. We propose that GET-Up represents a new integrated 
 approach to technology transfer which additionally maximizes the industria
 l impact of public sector research. Instead of traditional technology tran
 sfer\, this scheme utilizes skills and human resource transfer\, supplemen
 ted by a practical technology roadmapping program\, provision of technical
  advisors when needed and also joint R&D in selected firms.\n\nAnnie Ruan 
 is a Research Fellow in the Division of Engineering and Technology Managem
 ent (D-ETM)\, Faculty of Engineering\, in the National University of Singa
 pore.  Her main research area focuses on industrial innovation and governm
 ent policy.
