DESCRIPTION:Traffic matrices are used in many network engineering tasks\,\
 nfor instance optimal network design. Unfortunately\, mea-\nsurements of t
 hese matrices are error-prone\, a problem that\nis exacerbated when they a
 re extrapolated to provide the\npredictions used in planning. Practical ne
 twork design and\nmanagement should consider sensitivity to such errors\, 
 but\nalthough robust optimisation techniques exist\, it seems they\nare ra
 rely used\, at least in part because of the difficulty in\ngenerating an e
 nsemble of admissible traffic matrices with a\ncontrollable error level. W
 e present a fast and flexible technique of generating synthetic traffic ma
 trices. We demonstrate the utility of the\nmethod by presenting a methodol
 ogy for robust network de-\nsign based on adaptation of the mean-risk anal
 ysis concept\nfrom finance\n\n
