DESCRIPTION:*Abstract:*\nIn the Netherlands\, a push for centralized healt
 hcare record access has been\nongoing for about 15 years. The Dutch Nation
 al switching point is a system\nfor pulling records from GP and pharmacist
  systems from anywhere\, at any\ntime\, by health professionals that own a
  healthcare smartcard. A law\nmandating this system under an opt-out regim
 e was rejected in 2011\,\nbut the same system is now pushed forward as the
  universal standard for\nhealthcare exchange by health insurers\, with pre
 ssure placed on physicians\nto get their patients to opt in. In this talk 
 I will shed some light on\nthe political context that drives these develop
 ments. I will also discuss\na new proposal to counter the potential monopo
 ly of the switching point\,\nthat I am developing with GPs in Amsterdam. I
 n this system\, decentralized\ncontrol by GPs is possible through a system
  that GPs own\, and have in\ntheir practice under their control. The syste
 m implements a distributed\ncapability model that makes use of existing he
 althcare smartcards for\nauthentication and to implement end-to-end securi
 ty. This in contrast to\nthe national switching point which not only contr
 ols access policy\, but\nwhich also - by architecture - has the potential 
 to intercept data and to\nretrieve data from GP systems should (future) po
 licy allow.\n\n*Bio:*\nGuido van 't Noordende is a Dutch medical privacy c
 ampaigner and computer\nscientist who currently works at the University of
  Amsterdam. He also\nheads a start-up that develops the distributed patien
 t record system\ndiscussed in this talk. Van 't Noordende holds a PhD in c
 omputer science\nfrom Vrije Universiteit\, where he worked with Frances Br
 azier and Andy\nTanenbaum on a distributed mobile agent system.
