DESCRIPTION:The difficulty of reproducing the galaxy luminosity function a
 nd the Tully-Fisher relation simultaneously has plagued semi-analytic mode
 ls of galaxy formation since the earliest studies.\n\nI shall show that th
 is difficulty derives from the assumption that the disc rotation speed is 
 proportional to the halo virial velocity.  When the correct relation betwe
 en disc rotation speed and halo virial velocity relation is used\, the inc
 onsistency disappears.  This relation is determined by the ratio of galaxy
  baryonic mass to dark matter halo mass and measures how the importance of
  feedback varies with halo mass.\n
