DESCRIPTION: I will consider the general problem of slow relaxation and no
 n-ergodicity in interacting quantum systems\, and in particular many-body 
 localization (MBL) which has emerged as a novel paradigm for robust ergodi
 city breaking in closed quantum many-body systems with quenched disorder. 
  I will address these issues using ideas borrowed from the dynamics of cla
 ssical glasses\, where slow relaxation is a consequence of dynamical const
 raints rather than imposed disorder.  I will show how such constraints can
  give rise to slow relaxation and metastability in closed quantum systems 
 evolving unitarily. For sufficiently strong constraints dynamics can displ
 ay signatures associated with MBL\, even in the absence of quenched disord
 er.  I will also address what aspects of MBL survive in the presence of di
 ssipation to an environment.
