DESCRIPTION:Somewhat surprisingly local Chiefs near the city of Nakuru in 
 Kenya use Twitter to perform various roles in the village. Even though mos
 t people own only simple mobile phones. In this talk\, I reveal how Twitte
 r is localised and adapted to communities and how this alters community po
 licing\, sociality\, public participation and further allows other new kin
 ds of experimentations.
