 eview the physics of many-body localized systems that  fail to self-therma
 lize in isolation. I will argue that such systems can be  thought of as be
 ing generically &ldquo\;integrable&rdquo\;\, and discuss their universal  
 dynamics after a quantum quench. I will also describe the new types of  no
 nequilibrium phase transitions that can arise in the presence of many-body
   localization\, and introduce new effective renormalization group approac
 hes to  capture their universal critical properties.</span>
