DESCRIPTION:1867 was the year of the publication of 'Capital'\, and the in
 tention right up to the spring of that year was to publish the whole treat
 ise\, not just the first volume.  It was also the year in which the Intern
 ational Working Men's Association made its greatest impact in Europe and i
 n which growing political agitation in Britain resulted in the Second Refo
 rm Bill.  My paper explores the connection between these events.
