DESCRIPTION:In the spring of 2014 New York City’s newly elected Mayor Bi
 ll De Blasio launched an ambitious plan to build or preserve 200\,000 hous
 ing units over 10 years. Two years later\, the city is on pace to meet the
 se goals. However\, despite its accomplishments to date\, advocates have c
 riticized the plan for failing to provide housing that is affordable to mo
 st residents of low-income neighborhoods\, and\, perversely\, for aggravat
 ing the affordable housing crisis by fostering gentrification.  \n\nThis t
 alk will provide an overview of the De Blasio plan\, placing it in the con
 text of the city’s previous housing programs and the city’s current ho
 using market dynamics. It argues that the shortcomings of the plan in deli
 vering housing affordable to low-income households highlight fundamental l
 imitations in the ability of state and local governments to address the ho
 using needs of low-income residents. \n\nAlex Schwartz is a Professor of U
 rban Policy at the New School. He is the author of Housing Policy in the U
 nited States (3rd Edition) (Routledge 2014) and Managing Editor for North 
 America for the international journal Housing Studies. \n
