 being a cohesive powerhouse\, the Indo-Pacific is a fractured region threa
 tened by stagnation and instability\, in need of greater economic reform\,
  more security cooperation\, and more responsive government. What role can
  the United Kingdom\, Europe\, and the United States play in managing risk
