DESCRIPTION:Increasing budgetary constraints have raised the hiatus for al
 location of funding and prioritization of investments to ensure that long 
 established and new assets are in the condition to provide uninterrupted s
 ervices towards progressive economic and social activities. Funding improv
 ement projects would require an effective evaluation method to assess reas
 onable expenditures allocated for Roadway asset whole life cycle managemen
 t. In order to ensure that whatever is spent on maintenance is spent where
  it does the most good\, there is need for Roadway authorities to have pro
 per understanding of the roadway network asset criticality – i.e. the re
 lative importance of road assets to a decision maker.  However\, proper us
 e of criticality for prioritizing Roadway Maintenance Projects is still at
  a nascent stage for most authorities. Thus\, we propose a Criticality-Bas
 ed Maintenance (CBM) model that guarantees adequate utilisation of limited
  budget in project prioritisation ensuring that investments and potential 
 benefits are properly quantified.
