DESCRIPTION:Clearing goods through customs is a step in the process for a
global supply chain. Most customs jurisdictions have manifestations of co
rruption. Case studies in the literature report that corruption is not ea
sily combated by policy changes\, and that reform policies can have\nunexp
ected side-effects in practice. Using agent-based simulation\, we study p
otential anti-corruption policies in the maritime customs context. We des
cribe an agent-based simulation calibrated on the processes of an archetyp
al Mediterranean container port\, and report insights gained about the cos
ts and benefits of various reform policies. Results from the simulation mo
del provide commentary on cases reported in the literature\, and offer nov
el evaluation of policies involving process re-engineering.
