DESCRIPTION:The Education and Manpower Bureau of Hong Kong (EMB) released 
 the first consultation document of new academic structure for senior secon
 dary education and higher education in October 2004. The document suggeste
 d that the new "3+3" secondary system\, known as New Senior Secondary (NSS
 )\, should replace the current "3+2+2" pyramidal system. Therefore\, the l
 ower\nsecondary system (S1 to S3) will be followed by a further 3 years in
  the senior secondary school for all students. At the same time\, the thre
 e years structure of higher education system will change into four years i
 n order to align with a number of important international higher education
 al systems including Mainland China.
