DESCRIPTION:We investigate thermal conduction in sea ice in the presence o
 f fluid flow\,  as an important example of an advection diffusion process 
 in the polar  <span>marine environment. Using new Stieltjes integral repre
 sentations for the effective diffusivity in turbulent transport\, we prese
 nt a series of rigorous bounds on the effective diffusivity\, obtained usi
 ng Pad&eacute\; approximates in terms of the P&eacute\;clet number. <br>We
  first analyze the effective thermal conductivity of sea ice in the presen
 ce of an averaged convective velocity field\, neglecting the two phase mic
 rostructure of sea ice\, and then present a homogenization analysis of the
  full two component system composed of brine and ice.</span>
