DESCRIPTION:The United States and China are the titans of the climate\, to
 gether accounting for 45 percent of global carbon emissions. This talk foc
 uses on domestic climate policy in the two countries because the success o
 r failure of the Paris Agreement depends on the implementation of policies
  that contribute to the achievement of the targets.  The focus is on the s
 imilarities and differences in the policy process in the United States and
  China\, and how these differences affect policy outcomes.
