 n\nIn this seminar we explore and debate current approaches to managing ca
 rbon emissions\, such as the EU Emissions Trading System\, cap-and-trade\,
  and the cap-and-share model that is now attracting attention in Europe.\n
 \nOur speaker is Peter Barnes\, Senior Fellow at the Tomales Bay Institute
 . Peter’s work focuses on how market economies need a strong third secto
 r - alongside private companies and the state - of independent trusts link
 ed to “cap and rebate” schemes that involve all citizens in stabilisin
 g the climate.\nHis advocacy of a "Sky Trust" which applied these ideas to
  stabilising the climate has attracted the interest of commentators such a
 s Robert Reich\, Secretary of Labour under President Bill Clinton\, Bill M
 cKibben\, author of ‘The End of Nature’\, Richard Parker\, author of 
 ‘John Kenneth Galbraith: His Life\, His Politics\, His Economics’ and
