DESCRIPTION:This talk will address the domestic politics of One belt one r
 oad (OBOR). OBOR has been widely considered as a top-down grand strategy o
 f China reflecting its geopolitical ambition. Instead of a top-down approa
 ch\, this talk will point to Beijing's limit to control the OBOR. It will 
 unpack the domestic competition for OBOR within the Chinese political syst
 em. It shows how the policy formation process has led to a variety of comp
 eting local and subnational policy narratives\, which undermines Beijing's
  efforts to foster an effective international communication of OBOR.
