DESCRIPTION:As a material\, ice covers are mixtures of various forms of so
 lid\, water (with or without salt)\, and air. They are heterogeneous under
  all scales. A number of mathematical models have been proposed to describ
 e the dispersive/dissipative property of an ice cover. In this talk we exa
 mine one of such models that integrates both the energy storage and dissip
 ation capability of an ice cover. The mathematical complexity resulted in 
 this very simple looking model\, and its skill of predicting spectral diss
 ipation will be discussed.&nbsp\;
