DESCRIPTION:Using standard high-energy effective field theory techniques\,
  we study fractional quantum Hall states. Starting with the Dirac composit
 e fermion model\, which is manifestly particle-hole symmetric\, we calcula
 te various physical quantities. In a "large N" limit we derive various tra
 nsport functions and demonstrate that they obey the expected relations of 
 particle-hole symmetry\, while earlier composite fermion descriptions did 
 not.
