DESCRIPTION:The paper presents a cost-benefit analysis of policies for rep
 lacing agricultural fires for subsidized tractors. Discrete choice and con
 tingent valuation surveys were applied in the Brazilian Amazon to fire-dep
 endent smallholders and urban dwellers exposed to fire pollution. To aggre
 gate individual values\, a statistical version of the Hicks-Kaldor test wa
 s devised and data confirmed that it improved efficiency assessment by inc
 orporating preference variance. Efficient policy amendments compensated re
 duced fire use by expanding tractor supply to the maximum level and making
  tractors arrive without delay in smallholdings. Prioritizing the east of 
 the study region was prescribed by a spatial break-down of analysis.\n\nTh
