DESCRIPTION:That we discount future utility is a behaviour studied in work
  on \nsavings\, addiction\, health\, public policy\, and more. Is it ratio
 nal? \nEconomists: yes\, but only if the rate is exponential. Philosophers
 : no. \nPsychologists: we judge not\, but note that high discount rates ar
 e \nassociated with poor life outcomes. Pulling these strands together\, a
  \nconventional wisdom has arisen that identifies discounting as a \ncogni
 tive bias. Economics or philosophy supplies a normative standard \nand psy
 chology tells us that we systematically depart from this \nstandard. Disco
 unting or non-exponential discounting happens when hot \nfast emotional sy
 stems demand immediate gratification\, swamping our \notherwise cool ratio
 nal temporally neutral systems. My talk aims to \nchallenge this conventio
 nal wisdom and defend alleged time biases.
