A characterisation of the congruence biframe

Frames are a kind of distributive lattice that can represent ‘spaces’ in pointfree topology. Remarkably, the congruence lattice of a frame is again a frame. While there is much known about these congruence frames, a simple internal characterisation has remained elusive. Taking a bitopological perspective allows us to make progress. The fact that frames possess smallest dense sublocales will also play a key role in the characterisation.
