Abstract
Since the start of China’s economic liberalisation in the 1980s, hundreds of millions have moved to its cities in search of better livelihoods. This movement has been highly uneven, however: a handful of urban growth centres are struggling to absorb the migrant population, while the rest of the country suffers from serious brain drain. How can smaller cities invest in urban amenities to attract and retain migrants, rebalancing development across the country in the process?
