The research that Prof Frank Kelly and co-workers has developed over the years sets out a powerful vision for how Internet congestion should be controlled and resources should be shared.

This talk integrates computer communications, control theory, traffic theory, microeconomics and operational research. It ranges across main developments: Shadow pricing and weighted proportional fairness and Distributed connection admission control. The talk covers the status of each in the research community, in the Internet engineering and standards community and in the Internet’s business and commercial community. It tells the continuing story of how tough it has been to get this research understood and out into widespread practice.

The challenge has been to get all these practitioners to make subtle yet profound shifts in their business and design assumptions, not to mention developing new engineering concepts and mechanisms and building consensus around them.
