Certain historians have recently reconsidered British military and defence policy before the First World War in light of what they believe to be a British preoccupation with a global Russian threat, rather than a German one. This paper seeks to counter this revisionism by demonstrating that whilst long-term imperial strategic planning certainly took Russia into account, the immediate threat reflected in British military and naval planning prior to the War remained that of Germany, and historical accounts emphasising this element still offer more convincing explanations of British policy.
