Risk, Uncertainty and Regulation

Scientists are called upon to advise policy makers about risks on topics ranging from drugs to disease, from ash to alcohol. Often, scientists are able to say that there is a risk, but that there is considerable uncertainty about the size of the risk. As a consequence the appropriate course of action for evidence-based policy-makers may be unclear, and even if it is clear, other factors may over-ride scientific advice. Against this background, I will talk about how policy-makers react to scientific advice, illustrating with examples from current policy in relation the health and the environment.
