Measures to reduce greenhouse gas emissions can also bring about reductions in emissions of particulates, nitrogen oxides and sulfur oxides. These latter reductions bring improvements in public health in regard to morbidity and mortality. These “secondary benefits” are significant in and of themselves, but they also bring a decline in health care costs and a rise in GDP . As a result, climate change mitigation measures in the developing world, especially in mega cities, are increasingly justified by linking them to public health measures that might be required even in the absence of risks from climate change.
