Abstract
What is development? How have different theories since WWII answered this question? Economic growth? Big Society? Big Government? Sustainability? Perhaps none of these. Development is in its essence a concept that cannot be grasped without serious thought about justice and human values. Global Common Good is a concept where justice is not merely about institutions but also about everyday judgements and practices. It is increasingly accepted that the old division of the world into developed and developing countries is entirely misleading. New ways of thinking about development, about how societies work towards the common good and they cultivate citizenship should be mainstreamed into development policies.
