Abstract
This presentation analyses the policy issues that are the core of the current debate about a new post-2012 global climate change regime. It briefly explains the background that led to the parameters underlying the current negotiations. It then traces back the steps that were taken between December 2007 and December 2009 to attempt to shape that regime and explains the broader context in which the Copenhagen Accord emerged. It analyses that Accord, what the different negotiating blocs got out of it, what the Accord may achieve and what it has not. This is briefly put into context with a few geo-political considerations.
