Workshop summary
The Franco-British summit at the French coastal resort of St Malo in December 1998 paved the way for the creation of an EU security and defence policy.
The Joint Declaration thus gained almost mythical status in studies of the development of a European “capacity for autonomous action, backed up by credible military forces, the means to decide to use them and a readiness to do so, in order to respond to international crises”. Initiatives for European security cooperation, such as the battle group concept, a 60,000 rapid reaction force, the deployment of 24 crisis management operations and the establishment of the European Defence Agency all owe their existence to this initiative.
