European budgetary politics, a Parliamentary Paradox?

Abstract
The Lisbon Treaty was hailed by academics, and to a lesser extent practitioners, as giving more powers to national parliaments. However, in one area national parliaments have seen their powers reduced in recent years β partly because of Lisbon, mostly because of the financial and Eurozone crises β and that is in budgetary politics. This talk considers the changing powers of parliaments and argues that there is an emerging democratic deficit that needs to be addressed as a matter of urgency.
