Abstract

Increasing budgetary constraints have raised the hiatus for allocation of funding and prioritization of investments to ensure that long established and new assets are in the condition to provide uninterrupted services towards progressive economic and social activities. Funding improvement projects would require an effective evaluation method to assess reasonable expenditures allocated for Roadway asset whole life cycle management. In order to ensure that whatever is spent on maintenance is spent where it does the most good, there is need for Roadway authorities to have proper understanding of the roadway network asset criticality – i.e. the relative importance of road assets to a decision maker. However, proper use of criticality for prioritizing Roadway Maintenance Projects is still at a nascent stage for most authorities. Thus, we propose a Criticality-Based Maintenance (CBM) model that guarantees adequate utilisation of limited budget in project prioritisation ensuring that investments and potential benefits are properly quantified.
