One Belt One Road's domestic politics and policy narratives: A top-down approach?

Abstract
This talk will address the domestic politics of One belt one road (OBOR). OBOR has been widely considered as a top-down grand strategy of China reflecting its geopolitical ambition. Instead of a top-down approach, this talk will point to Beijing’s limit to control the OBOR . It will unpack the domestic competition for OBOR within the Chinese political system. It shows how the policy formation process has led to a variety of competing local and subnational policy narratives, which undermines Beijing’s efforts to foster an effective international communication of OBOR .
