Abstract

The panel will highlight some of the key challenges to constitution-making in the post-revolutionary political climate of the Middle East and North Africa. Among topics to be discussed are the ongoing debates on territorial governance and decentralization in Egypt and proposals to reform the previous highly centralized administrative system, as well as the referendum and recent constitutional reforms in Morocco.

Professor John Loughlin, Affiliated Lecturer, Department of Politics and International Studies and a Fellow of St Edmund’s College

Mr. Mohammad Ahnouch, business professional specializing on the MENA region, founding member of MarocObs, an association of Young Moroccans promoting free speech, monitoring and commenting political events in the Moroccan scene, and Hughes Hall alumnus.

Dr. John Barker, Chairman of the UK Foreign Compensation Commission, a Fellow of the Lauterpacht Centre for International Law and a Law Fellow of Hughes Hall will chair the panel.
